The Unified Central Account Register and Settlement Center (TsUPIS) has directed approximately 122 billion rubles toward Russian sports initiatives by the end of the second quarter of 2026. These funds are allocated through a mandatory deduction mechanism designed to support athletic programs, including youth development schemes.
Financing Mechanism and Rate Adjustments
The system operates by withholding a statutory percentage from all wagers processed through the central platform. TsUPIS collects these deductions and transfers them to the Unified Settlement and Analytical Center (ERAI), which manages the extra-budgetary distribution for sports infrastructure and training. This framework has been active since October 2021.Starting January 1, 2026, the mandatory contribution rate for licensed bookmakers is set at 2.25 percent of gross revenue. The regulatory schedule indicates a further adjustment in 2028, when the withholding percentage will rise to 2.5 percent.
