Kenya High Court Suspends Bookmaker Licensing Fee Hike

The Kenyan High Court has temporarily halted new online bookmaker licensing regulations that proposed a 500-fold increase in application costs. The judicial stay, issued in July, prevents the national regulator from processing new permits or renewals until the next scheduled hearing on 21 September.

Fee Structure and Registry Status

Under the proposed framework, the standard license renewal charge would rise from KES 200,000 to KES 50,000,000. The court intervention pauses this pricing adjustment while the legal review continues. The suspension does not restore processing capabilities, leaving operators with pending applications to wait for the September ruling. Licenses that lapse during the freeze are recorded as expired in the official registry. Payment and compliance departments verify operator standing through this public register rather than through pending court filings. The regulatory package also introduces a 6 percent levy on advertising expenditures, which scales directly with marketing budgets.

The licensing provider manages over 300 permits across eight jurisdictions with no recorded rejections to date. Industry participants continue to monitor registry entries while awaiting the final court decision.
